Dr. Kyu Jin Wee

Mr. Kyu Jin Wee was working for Korean government since 1991 to 2012 for the spectrum management. He has been participating actively in various ITU meetings and Conference as Kore Delegation. He attended 9 times of WRC since WRC-95. He was elected Chairman of APG19 and APG23 for the Asia Pacific regional preparatory group for WRC19 and WRC23. He was appointed ITU-R SG5 Chair by RA-23, which is the first time of Korea being assumed such position.

Sang Tae Kim
CEO, HURA
Mr. Sang Tae Kim is currently working as the CEO of Hura, Co, Ltd (www.hura.co.kr). From 1999 to 2015, he was with the Department of Radio Technology at Electronics and Telecommunications Research Institute (ETRI) as a research staff. HURA is a venture company cofounded with fellow researchers from Electronics and Telecommunications Research Institute (ETRI). The company provides better spectrum management solutions on radio monitoring and analysis field by the manpower having rich experience and solid knowledge in the field. Members of HURA have participated in ITU-R SG1 WP1C international standardization activities for more than 10 years. Since that time, He is actively participating in the development activities of radio monitoring technology of Central Radio Management Service (CRMS) His developing interests include RF monitoring sensor and Big data & AI platform design for radio spectrum monitoring and spectrum management.

Yunku Choi
Marketing Director, Samjung Solution
Since its establishment in 2011, Samjung Solution Co., Ltd. has been protecting important national facilities based on radio wave blocking technology. A variety of anti-drone solutions, anti-terrorist attack protection equipment, VIP security jammers, etc. We are focusing on new technology development projects and continuous research and development to realize social safety and is making efforts. Choi graduated from Alto University in Finland with a master's degree in Business Administration. The Ministry of Industry and Ministry of Science and ICT carried out national support work such as IoT, industrial design, and SW etc. He is currently serving as a marketing director at Samjeong Solutions.

Chunhee Lee
Assistant Director, RRA(National Radio Research Agency)
Since entering Ms. Chunhee Lee public service career in 1998, Ms. Lee has demonstrated significant expertise across various domains. Currently manages the Mutal Recognition Agreement (MRA) within the ICT Conformity Assessment Divison of the National Radio Research Agency (RRA). In this role, She oversees Phase l of the MRA with the United States, Canada, and Vietnam, while ensuring the stable management of Phase ll with Canada. Furthermore, she is actively involved in international cooperation efforts, including advancing the conclusion of an MRA agreement between South Korea and Indonesia, anticipated to be finalized in May 2024. Earlier this year, she organized a technical seminar at the Vietnam MIC, which recently adopted 5G technology. She is also actively engaged in facilitating the MRA process through strategic communication with the FCC (US) and NIST (Canada), based on mutual trust. Additionally, she leads initiatives to enhance international cooperation on technical standards and conformity assessment schemes and is building trust through technical exchanges with Indonesia.

Ilkyoo Lee
Professor, Kongju National University
Dr. Il-Kyoo Lee obtained a degree of M.S and Ph.D. in 1994 and 2003, respectively at Chungnam National University, the Rep. of Korea. He had been working for the areas related to RF development of WCDMA, Mibile WiMax and Radio Monitoring System for almost 10 years in Electronics and Telecommunications Research Institute. He became Professor at Kongju National University in 2004, and he has been working in the field of Wireless Communication, Spectrum Engineering and Radio Regulation & Policy. He has been working for ITU-R SG1 as vice chairman since he was appointed at Radio Assembly-15. Regarding his research and academic achievements, he has contributed more than 30 proposals for standards and published more than 50 papers in academic journals and conferences. He got an award from President of Republic of Korea in 2023 for honoring his efforts on international standardization in ITU-R.

Jeongsam Kim

Mr. Jeongsam Kim is Director General of Central Radio Management Service under the Ministry of Science and ICT since April 2023. Prior to assuming his current duties, he worked as a director general of cyber security and network policy bureau at Ministry of Science and ICT, a senior administrative officer at the office of Science and Technology in BH. He also worked as a director general of software policy bureau, and cyber security and policy bureau at Ministry of Science and ICT. He received Master’s degree in management in 2008.

Jungsu Song
Vice President, RAPA(Korea Radio Promotion Association)
Dr. Jungsu Song is current President of Korea Radio Promotion Association (RAPA) previously served as the Head of Creative Innovation, and moved on to become the Network Planning and Protection Manager at Korea Communications Commission. Thereafter, he became the Information Protection Policy Manager at the Ministry of Science and ICT, before serving at the Postal Service Headquarter, and Seoul Post Office Headquarters. After graduating from Korea University with a Law degree, he pursued Master's in Public Administration and Communications from Seoul National University and George Washington University respectively, and earned a Doctorate in Public Administration from Seoul National University, College of Engineering.

Hyun-soo Kim
Deputy Director, CRMS(Central Radio Management Service)
Mr. Hyun-soo Kim began his public service career at the Central Radio Management Service of the Ministry of Information and Communication in 1996. Since 2009, he has primarily worked at the Ministry of Science and ICT, and since 2021, he has been serving as the General Planning in the Radio Planning Division of the Central Radio Management Service. During his tenure at the Radio Policy Bureau in Ministry(May 2009 - March 2013), he contributed to the revision of the Radio Law and related systems, as well as the reformation of the certification system for broadcasting and telecommunications equipment. He also improved customs clearance procedures to prevent the distribution of illegally imported broadcasting and telecommunications devices and established a testing and certification center to ensure the reliability and safety of domestic broadcasting equipment. At the Central Radio Management Service, after handling information system and budget management, he is currently serving as the General Planning and International Cooperation Officer. He is dedicated to formulating long-term development plans and major work plans for the Central Radio Management Service, as well as promoting international cooperation in radio management

Zulhaidir Hamid
Senior Engineer, SDPPI, MCI(The Ministry of Communication and Informatics), Indonesia
Mr. Zulhaidir Hamid is a driven engineer with a strong background in telecommunications and a passion for leveraging technology to improve society. He holds a Master's degree from Pusan National University, where he focused on the relationship between technology and human development in Indonesia. His research interests include radio frequency spectrum management, IoT applications, and machine learning. In 2024, he developed DRAGoN, a machine learning system that accurately predicts the location of radio frequency transmitters. He has also been involved in projects utilizing IoT and SDR technology to monitor radio spectrum in rural areas. Beyond his technical skills, Zulhaidir has experience managing complex projects related to radio spectrum management and monitoring with significant budgets. He has presented his research at conferences and co-authored academic papers. Zulhaidir's dedication to his work has been recognized with awards and accolades, including a first-place finish in an artificial intelligence competition and recognition from the President of Indonesia. His achievements demonstrate his potential to contribute significantly to the field of telecommunications and technology.

Yong Jae Kim
CTO, Smart Radar System
Mr. Yong Jae Kim co-founded Smart Radar System (SRS) in 2017, where he has been working as CTO in charge of the development of 4D AI Imaging radar. SRS provides the technology and products of its radar sensors to customers worldwide including automotive companies, consumer electronics companies, construction equipment companies and many more in diverse fields. SRS was listed on KOSDAQ, Korean stock market, in August 2023. He received his ph.d. degree in electrical engineering from KAIST.

Dong Min Yim
Associate Fellow, Center for International Cooperation Research, KISDI (Korea Information Society Development Institute)
Mr. Dong Min Yim has been conducting research activities in the areas of telecommunications entry and radio spectrum regulation policy in the Telecommunications Policy Research Division of the Korea Information Society Development Institute (KISDI). Based on this experience, he has also participated in the ICT policy consultation project for developing countries in the ICT field of KISDI. He received his Ph.D. in Economics from Korea University.

Mr. Yongjun Chung has been serving as a director, project manager and coordinator to various standards committee of Telecommunications Technology Association (TTA) in the field of Radio communication since 2002. Main activities are related to IMT, Spectrum Management, International and National policies concerning radiocommunication standards and International Telecommunication Union (ITU) and Asia Pacific Telecommunity (APT) matters, particularly WRC, ITU-R SG1, APT Wireless Group and 3GPP. Currently, he is serving as the vice-chairman of ITU-R SG1.
